The Arroyo Seco RIO (River Improvement Overlay) Specific Design Plan for Highland Park

This one-hour presentation shows how Los Angeles' proposed RIO (River Improvement Overlay) ordinances designed to support watershed health along the LA River and its tributaries could look within the Arroyo Seco corridor surrounding Highland Park.

Focusing on 5 key elements (the Arroyo Seco River itself, housing, the Figueroa commercial district, mobility/transportation, and specific district collaboration (Caltrans, LAUSD, LA Library District)), this design plan, presented in PowerPoint format, offers creative solutions that enhance both community redevelopment and a healthy, liveable community.

The Highland Park Heritage Trust is dedicated to the preservation of Los Angeles’ Arroyo Seco communities of Highland Park, Garvanza, Mt. Washington, Hermon and Montecito Heights and Cypress Park.

We are an all-volunteer, non-profit community organization, and we strive to preserve and promote the historic character of these communities and educate the public about the historic and cultural significance of these Northeast Los Angeles neighborhoods. Working since 1982, our list of accomplishments is spectacular. The work of HPHT is supported by our members. Please consider joining.
